Gary Navarro

Gary Navarro was hired by the company founder in August of 2008 to help start and build MV Purchasing.

Gary received his start in the oil and gas business in 1980. He was hired by Koch Oil Company to be a crude oil purchasing representative. During the next 16 years, he was elevated to VP of all crude oil purchasing areas, overseeing 11 offices. In 1996 he joined Petro Source Partners, LTD. (PSPL), as the general manager of crude oil acquisitions in the Mid Continent region. During the next five years, PSPL developed and positioned themselves to purchase with Seminole Transportation and Gathering (STG), the Equilon/Equiva Kansas business in 2000. Gary became employed with STG through this merger.

While at STG, which later became SemCrude, Gary was the general manager of crude oil purchasing and directed a book of business in excess of 50,000 barrels a day. Today, as President of MV Purchasing, Gary oversees all aspects of the MV Purchasing business.

Jim Coen

Jim Coen joined MV Purchasing in 2008 shortly after the company was formed. He began his career in the oil industry in 1982 after earning degrees in engineering and business from Kansas State University. After eight years in West Texas with Exxon as a reservoir and facilities engineer, Jim joined Koch Industries in Wichita, KS where he served in various roles culminating as VP of Crude Oil Marketing for Koch Oil Company.

After the sale of Koch Oil to EOTT Energy in 1998, Jim became the Midcontinent General Manager of marketing and operations for EOTT. In 2002, Jim accepted a business development position with SemGroup Corporation, assisting with numerous transactions as SemGroup grew into a large midstream company. Today as Vice President of MV Purchasing, he uses his experience and expertise to assist with commercial marketing, trading, and risk management.

Lee Bullock

Lee Bullock joined MV Purchasing in February 2009. He began his career in the oil in gas industry in 2001, after receiving a Bachelors of Science Degree in Marketing from Oral Roberts University. Lee spent the eight years prior to joining MV Purchasing working in various capacities of a multinational petroleum transportation and storage company. Lee’s experience includes accounting management, financial management, relationship management, trade analysis, and other aspects related to transportation, storage, and trading of petroleum products. Most recently Lee has spent the two years prior to joining MV Purchasing working in Geneva, Switzerland for SemEuro Supply Ltd as accounting and finance manager.

Scott Ball

Scott joined MV Purchasing in December 2008. He started his career in the oil and gas industry in 1980. His early career was spent as a Contract Drilling Representative with Abercrombie Drilling. Afterward, he spent 17 years in various capacities related to crude oil purchasing and trading, asphalt trading, refining planning and transportation logistics with Koch Industries. In 2003 he started with TexPar Energy as V.P. of Residual Fuel Trading & Technology, which sold to SemGroup in 2006. At SemGroup he was involved with business development, asphalt technology marketing and crude oil purchasing.

Rick Navarro

Rick Navarro joined MV Purchasing in February 2009. He started his career in the oil industry in 2004 after many years in the investment banking industry specializing in bonds. Rick’s background includes work as a landman and marketer of crude oil throughout Kansas, Oklahoma and Colorado. Rick’s expertise includes coordinating land leasing and overseeing station development on pipeline transportation.

Paul Mangan

Paul Mangan joined MV Purchasing in January 2009. Paul started his career in the oil industry in 2007 with Flint Hills Resources where he was an analyst in the light products marketing group. Paul’s previous roles included natural gas scheduling into FHR’s Pine Bend refinery and the scheduling of light products around the Chicago and Wisconsin markets. These roles provided experience in market analysis, position management, storage strategies, and value creation through the understanding of relationships between supply, demand, pipeline capabilities, and tariffs. Paul holds a professional engineering license and attended the University of Kansas where he earned a Bachelor of Science degree in Civil Engineering and a Master of Business Administration degree with a concentration in Finance.
